As the Dharmaguptaka-vinaya states: “The bhikṣu Upananda was walking on the road holding a large round parasol. Various householders saw him from afar and, thinking he was a king or a great minister, stepped aside off the road in fear; looking closely, they realized [he was a monk]. A bhikṣu reported this to the Buddha. The Buddha said: ‘A bhikṣu should not hold a parasol while walking on the road, nor should he suspend one. When it rains, within the monastery he may make a parasol from tree bark, leaves, or bamboo. Nor is he permitted to hold a king's large fan. If troubled by heat while walking, I permit making a fan from tree leaves and miscellaneous materials.’ At that time, the bhikṣus were troubled by insects, grass, dust, and dew falling onto their bodies. The Buddha said: ‘I permit making a whisk, using grass, tree bark, or leaves, or made from threads cut and shredded from silk cloth.’ At that time, a bhikṣu obtained a tail whisk. The Buddha said: ‘I permit keeping it.’ At that time, there were young bhikṣus who did not understand the counting of temporal duties and became confused with one another. I permit using tally-sticks to keep count.”
