Therefore the Bodhisattvabhūmi says: The sin of ill-will also causes sentient beings to fall into the three evil destinies. If born among humans, they receive two kinds of retribution: first, they are constantly scrutinized by all for their faults; second, they are constantly harassed and harmed by the multitudes. Why does anger and vexation lead to falling into hell? Because through this anger and vexation, their malice and harm caused suffering to living beings; therefore, they suffer the pains of hell. Why does anger and vexation lead to emerging as an animal? Because through this anger and vexation they were incapable of benevolence and forbearance; therefore, emerging from hell they receive an animal's body. Why does anger and vexation further lead to becoming a hungry ghost? Because this anger and vexation arose from a stingy mind; due to the sin of a stingy mind, they become hungry ghosts. Why does anger and vexation cause one to be constantly scrutinized by all for their faults? Because through this anger and vexation they were unable to be tolerant, they are scrutinized by all for their faults. Why does anger and vexation cause one to be constantly harassed and harmed by the multitudes? Because through this anger and vexation they harassed and harmed others, others likewise harass and harm them. One should know that anger and vexation brings about the ninth great suffering.
