煩躁 (pronounced with the fanqie 遭到 [zao + dao]. This is the character in contemporary use. Jia's commentary on the Guoyu states: '躁 means restless and disturbing.' Zheng's commentary on the Lunyu states: 'Not quiet and peaceful.' Gu Yewang states: '躁 means agitated movement.' The Shuowen states: 'Formed from radical 走 with 喿 as the phonetic.' 喿 is pronounced with the fanqie 桑到 [sang + dao]).
