憒𠆴（上公外反又迴外反亦通集訓云心煩亂也說文云憒亂也說文從心從潰音會省聲也下尼効反集訓云多人擾櫌也韻英云擾雜也說文從市從人作𠆴會意字也經文作閙俗字也或有作丙書寫人錯誤不成字也）。

憒𠆴 (the upper character is 公 + 外 fanqie, or 迴 + 外 fanqie, which is also acceptable. The Jixun says: 'The mind is agitated and confused.' The Shuowen says: '憒 means confused.' The Shuowen has it take 心 as semantic and 潰 (pronounced 會) abbreviated as phonetic. The lower character is 尼 + 効 fanqie. The Jixun says: 'Many people disturbing each other.' The Yunying says: 'Disturbed and clamorous.' The Shuowen writes it with 市 and 人 as 𠆴, an associative compound. In the scripture text it is written as 閙, which is a popular character. Some write it as 丙, which is a scribe's error and does not form a character).
