誓眾宣威（誓為戒誓主與軍旅為要約也故鄭玄注周禮曰戒誓要之以刑也毛詩傳曰宣示也）。

Taking an oath before the multitude and displaying awe-inspiring power 誓眾宣威 (誓 means a disciplinary oath, where the commander makes a compact with the army; hence Zheng Xuan's commentary on the Rites of Zhou says: "A disciplinary oath binds them by means of punishments"; the Mao Commentary on the Book of Odes says: "宣 means to make manifest").
