Harassing and perturbing (嬈亂: the upper character has the fanqie 溺鳥 [niǎo]. The Shuowen states: "嬈 means vexatious; harsh. Another definition is to disturb and make sport of. Derived from 女, with 堯 as phonetic; the character is also written 嬲. 苛 has the pronunciation 何 [hé]").
