嚴酷（空穀反方言酷極也又熟也自河以北趙魏之間穀熟曰酷非其義也案嚴酷之字作此[嚳-爻+同]顧野王云[日/出/大/手]虛也說文云[嚳-爻+同]急也若之甚也從告從學省聲也）。

Harsh and cruel (嚴酷; [the second character is] 空 + 穀. The *Fangyan* states: "酷 means extreme; also ripe. North of the Yellow River, between Zhao and Wei, the ripening of grain is called 酷," which is not the meaning here. Looking into the character for harsh and cruel, it is written as this [嚳-爻+同].
