跋扈 [overbearing and unruly] (The upper character is pronounced with the fanqie pán + mò; the lower is pronounced with the fanqie hú + gǔ. The sound and meaning commentary on the Hanshu says: "Báhù is the appearance of unrestrained wilfulness." Fu Cong says: "The appearance of bravery and vigour." The character bá has already been explained. The Shuowen says: "Hù takes the city/settlement radical and hù as phonetic.")
