"Island barbarians" (㠀夷): [㠀 is pronounced with the fanqie] dao + lao (dao). Kong [Anguo]'s commentary on the Book of Documents says: 'The island barbarians of the Southern Sea are in the territory of Yangzhou.' The Shuowen jiezi says: 'It has the mountain radical (山) and niao (鳥) phonetic.'
