賑恤（上真刃反爾雅曰賑富也下思律反鄭注周禮云賑恤憂貧也顧野王云賑救也恤慜也說文云恤從心血聲也）。

Relieve and pity (賑恤: the upper character has the fanqie 真刃. The Erya says: "Zhèn means to enrich." The lower character has the fanqie 思律. Zheng [Xuan]'s commentary to the Zhouli says: "Relieving and pitying means showing concern for the poor." Gu Yewang says: "Zhèn means to rescue; xù means to pity." The Shuowen says: "Xù is formed with [the semantic element] xīn (心) and [the phonetic element] xuè (血)").
