墊下（上都念反尚書曰下民昏墊孔傳云言天下民昏瞀墊溺也玉篇云墊下也瞀音務）。

墊下 [Submerged and low]: The upper [character] has the fanqie 都念 (dū + niàn = diàn); the Shangshu says, “The people below were confused and submerged,” on which Kong's commentary states: “This means the people of the world were muddle-headed, submerged, and drowning.” The Yupian says, “墊 means low.” 瞀 has the sound 務 (wù).
