The Diwang luelun states: "Now, as for emperors and kings, they must establish virtue and establish merit, which can become great and endure long. Weaving them with benevolence and righteousness, warp and weft with culture and warfare, they plant deep roots and firm pedicels, bequeathing them to their descendants. Their every word and every deed serve as a standard, handed down for myriad generations as unalterable. Thus, of the four greats within the realm, the king occupies one." The emperor's power can stabilize the myriad states, and the king's majesty can subdue the myriad multitudes. Therefore, the testament spoken from the Golden Mouth and the final charge delivered in the Crane Forest (śāla grove)—fearing that the fourfold assembly would be feeble and weak, and anxious lest the Three Jewels should decline and fall—relied on the prestige of the state and leaned upon the power of kings, entrusting [the Dharma] to emperors and kings to decree its propagation.
