The commentary says: 'When the nirmāṇakāya Buddhas teach the Dharma, they do not say, "I am a nirmāṇakāya"; therefore what they speak is correct teaching. If they did not speak like this, the sentient beings to be transformed would not give rise to a reverent mind. Why? Because they could not benefit sentient beings; that is, one would say that theirs is incorrect teaching. Therefore they do not say, "I am a nirmāṇa Buddha."' Exposition: Explaining the sūtra's meaning: because they do not say 'I am a nirmāṇa Buddha', it is called 'and yet not explaining'; because their teaching is therefore correct, it 'is called speaking'. Question: 'The various Hīnayāna sūtras do not say it is a nirmāṇa; however, in the Mahāyāna sūtras the Buddha always personally says, "I am a nirmāṇa Buddha"; how can you say he does not speak [it]?' Answer: 'Although he says it is a nirmāṇa, he does not say it is distinctly separate from the true; it is entirely the true teaching. Therefore it is correct.' Another explanation: to those who do not generate reverent faith, he says he is not a nirmāṇakāya; if they generate reverent faith, he also says, 'I am a nirmāṇa.' The Liang recension also has 'unmoving like suchness', meaning that not grasping the real marks of signifier and signified, the mind is unmoving like tathatā; therefore it is called uncorrupted and is correct teaching.
