The second sub-clause explains non-encouragement of cultivation. It runs from 'Having and not having are the same, their worries and thoughts are identical' down to 'none is able to know.' The reason 'having and not having' is explained is to show that sentient beings are entangled by delusions and do not recognize conditioned things as impermanent; they only know that if they have fields, they worry about fields, and if they have houses, they worry about houses, and so on below. From the beginning down to 'and suffer along with their dwellings' explains worrying about what one already possesses. From 'the impoverished, base, and destitute, who constantly have nothing' below explains that not having fields and houses, one also worries, desiring to have them.
