經。皆當至安樂　三願護文分為二。一發願。二弘護。此則初也為作義利者。依佛地論第一卷云。現益名義後益名利。世間名義出世名利。福德名義智慧名利。

Sūtra: "All will... peace and joy."
Three: vowing to protect has two parts: first, making the vow; second, propagating protection. This is the first. Regarding "rendering benefit and welfare": according to the first fascicle of the Buddhabhūmy-upadeśa, present benefit is called "benefit" (artha), and future benefit is called "welfare" (hita); worldly is called "benefit", and supramundane is called "welfare"; merit is called "benefit", and wisdom is called "welfare".
