1.74

經。時閻摩至處分之　四隨業處斷　謂閻摩王推問其人取其口實算計所作。答罪若福。隨其罪福。或多或少。而處斷之。謂罪多者。處入三惡趣。若福多者。斷令往人天。

Sūtra: 'Then Yama... decides on it.' Section 4: Judgment according to karma. This means that King Yama interrogates the person, takes their testimony, calculates what they have done, responds to their sins or merits, and according to whether their sins and merits are greater or lesser, decides upon them. That is, if sins are greater, he sentences them to enter the three bad destinies; if merits are greater, he decrees that they go to humans or devas.
