持戒是菩薩淨土。菩薩成佛時行十善道滿願眾生來生其國　肇曰。十善菩薩戒也。亦有無量戒略舉十耳。戒其則無願不故言滿願也。

"Keeping the precepts is the bodhisattva's pure land; when the bodhisattva attains buddhahood, sentient beings who practice the path of the ten wholesome deeds and fulfill their vows come to be born in his land." Sengzhao says: "The ten wholesome deeds are the bodhisattva precepts. There are also limitless precepts, but ten are briefly mentioned. When the precepts are maintained, there is no vow that is not fulfilled, so it is said 'fulfill their vows.'"
