諸佛威神之所建立　三結釋也。肇曰。天澤無私。不潤枯木。佛威雖普不立無根。所建立者道根必深乎。叡曰。凡有二種。或以神化所加令其暫悟名為建立。或以妙法啟心化之同已亦名建立。

“Established by the majestic spiritual power of all buddhas”: Third, the concluding explanation. Zhao says: “Heavenly moisture is impartial, yet it does not moisten withered trees. Although the Buddha’s majesty is universal, it does not establish those without roots. Those who are established must have deep roots in the Way.” Rui says: “There are altogether two kinds: either they are augmented with spiritual transformation to make them temporarily awaken, which is called being established; or their minds are opened with the wonderful Dharma and transformed to be identical with oneself, which is also called being established.”
