佛語舍利弗　我佛國土常淨若此為欲度斯下劣人故。示是眾惡不淨土耳　此下四釋。今昔淨穢所以也。文三。此初法說也。肇曰。自佛而言故常淨。若此外應下劣故不淨同彼也。

The Buddha said to Śāriputra: "My Buddha-realm is always pure like this. In order to save these inferior people, I manifest this land of many evils and defilements, that is all." Below, the fourth part explains the reasons for the present and past purity and defilement, in three sections. This first part is the teaching through doctrine. Sengzhao says: "From the perspective of the Buddha, it is always pure like this; outwardly responding to the inferior, he manifests impurity identical to theirs."
