謂不離大慈不捨大悲　此下二釋也。既雜明萬行無別料次。肇曰。慈悲乃入有之基樹德之本故發言有之。

"It means not departing from great kindness and not abandoning great compassion." Below is the second part, the explanation. Since it mixes and explains the myriad practices without distinct sequence: Sengzhao says: "Kindness and compassion are the foundation for entering existence and the root of establishing virtue; hence they are spoken of at the outset."
