2.423

淨十善道受天人福。修四無量開梵天道　十善欲天因無量梵天因物無出世之根。故接以人天之善令離三途。此大士之方便也。

"Purifying the path of the ten wholesome deeds, they receive the blessings of gods and humans; cultivating the four immeasurables, they open the path to the Brahmā heavens." The ten wholesome deeds are the causes for the desire heavens, and the immeasurables are the causes for the Brahmā heavens; sentient beings lack roots for world-transcendence, so [bodhisattvas] receive them with the wholesome deeds of humans and gods to keep them from the three evil paths. This is the upāya of the mahāsattva.
