Precept 46: Driving Another Out of a Village. The intention of the institution: as a rule, one who has left home should dwell in rectitude, sincerity, and trustworthiness. If one first promises food at another's house, but in the end does not give it and maliciously drives him away, and the appointed mealtime has already passed so that the other is left without food for an entire day—since the consequence of driving him away is extremely severe—it was therefore instituted. There are six specific conditions: first, he is a fully ordained bhikṣu; second, a prior promise was made; third, food was not given; fourth, there were no extenuating circumstances—meaning that if there are dangers such as disciplinary proceedings, execution, death, or danger to the brahmacarya, it is not an offense; fifth, maliciously driving him away; sixth, being separated from sight and hearing, or the other has actually departed because of it. The text of the precept is clearly set forth below. This precept was instituted by the Buddha because Upananda had another bhikṣu wait until mealtime and then drove him away so that he could not get food.
