Twelfth: Disparaging and reviling—The monk Dabba was endowed with the five virtues and acted as the food distributor for the saṃgha. Mettiya had no merit and constantly received bad food; he thereupon showed resentment and reviled him to his face. The Buddha had already instituted a rule forbidding this. Later, he again showed resentment and reviled him in secret, causing him to hear the sound; thus [the Buddha] instituted the rule again. Whether directly in his presence or in secret, showing resentment and reviling him so that he hears the sound, both are pāyattikas. If in both cases he does not hear, it is a duṣkṛta. If fourteen persons such as the saṃgha karma-reciters and karmadānas, out of resentment, say thus: 'He lacks the five virtues; why did the assembly have him do it?' disparaging the one as well as the assembly, this is a pāyattika. In twelve kinds of offenses, such as not removing evil views or being suspended for not seeing an offense, the offense lies in the assembly performing karma on him. If one hears disparagement of him while the assembly performs karma on him, it is a duṣkṛta; because he has an offense, it is light. If his offense has already been removed, and one who gets angry and disparages him is heard, it is a pāyattika; if not heard, a duṣkṛta. Furthermore, as when the assembly gave Dabba the smṛti-vinaya and gave Śivaka the amūḍha-vinaya, whether the karma is revoked or not revoked, if one gets angry and disparages these two kinds of persons, if heard, it is a pāyattika; if not heard, a duṣkṛta, because they are pure and without offense. If one who makes assignments or assemblies gets angry and disparages someone in the same room with different duties or the same duties in a different room, whether heard or not heard, it is a duṣkṛta; because the feelings are slight and the grudge is mild, the offense does not become grave.
