Forty-five: Going to look at an army arrayed and setting forth commits an offense of pāyattika, except on [valid] occasions. King Prasenajit was about to go on a campaign. He arrayed the four divisions of the army, and the drillmasters practiced warfare. The group of six went together to watch them. The king and the soldiers all rebuked them, [saying]: 'The rule of monks is great compassion and universal mindfulness; what use is it to watch these implements for killing living beings?' For this reason, the precept was formulated, forbidding going to watch an army array. Watching an army array commits an offense of pāyattika. Later, the king and the great general wished to see the monks; because of this, permission was again granted as an occasion to go. If one goes and intentionally watches, it is also an offense of pāyattika.
