The precept on taking treasures within a saṅghārāma: If it is impure property, have a kappiya-kāraka take it; if it is pure, one may take it oneself. If there is no one who recognizes it, it should be kept for up to three years. If it was found in a stūpa park, it should be used for the stūpa; if it was found in the monks' park, it should be used for the cāturdiśa-saṃgha. When finding treasure, one must examine it carefully and not announce it openly. The one who finds the treasure should know well the count, amount, and appearance, whether good or bad. If someone comes to claim it and the marks match, one must not return it directly; one should gather a great assembly, instruct them to take refuge in the Three Jewels, and only then return it. If the property has already been used and three years have elapsed, and the owner comes to demand it, one should speak gently of its value; if they demand it relentlessly, one should repay it using stūpa property. If the stūpa has no property, one should solicit property for the stūpa to repay it. If a monk is walking along a highway in a monastery and sees property with no one around on any side, he should take it and must not conceal it; he should hold it openly. If no one recognizes it, it may be used. If there is a gem on the property, entrust it to a kappiya-kāraka. After three years, if no one claims the gem, it may be used as payment for a physician. If one finds treasure while digging the ground when repairing a monks' dwelling, and people cannot be trusted, one should inform the king, let him know, and follow the king's decision. If the property has already been used and the king demands it, repay it with saṃgha property. If treasure is found when repairing an old stūpa, and the kappiya-kāraka cannot be trusted, keep it for three years; after that, use it for various purposes. If having used it, the king finds out and demands the property, the monk should skillfully use expedient means to transform the king's mind; if relentless demands cannot be avoided, one should repay it using stūpa property. If the stūpa has no property, one should solicit property for the stūpa to repay it. If the king asks, "What is the rule in the Buddhist Vinaya?", the monk should reply, "In the Buddhist Vinaya, property obtained from stūpa ground is used for the stūpa, and property obtained from saṃgha ground is used for the saṃgha." If the king says it should be used according to the Buddhist Vinaya, it is well. If the treasure has an inscription with a name, and the owner of the property demands it, proceed in the same way. Finding treasure in the ground of a new monks' dwelling or a new stūpa is also handled in this way.
