謂由愛力取蘊生故者。釋前生苦為業之義。一切煩惱皆名為取。蘊從取生故名取蘊。取蘊即是一切苦因。即此取蘊先從愛生。故說非愛不受生等。

Regarding "generating the appropriated aggregates due to the power of craving": this explains the meaning of "generating suffering as its function" from before. All defilements are called "appropriation"; because the aggregates are born from appropriation, they are called the appropriated aggregates. The appropriated aggregates are the cause of all suffering; and these very appropriated aggregates were previously born from craving. Therefore, it is said that without craving one does not receive rebirth, and so forth.
