小七中二唯不善者。謂忿恨惱嫉害慳覆。以唯欲界行相麁故。中二不善其義可知。

"The seven minor and two medium are solely unwholesome": this refers to wrath, enmity, vexation, jealousy, harmfulness, stinginess, and concealment, because their mental aspects are coarse and exist only in the desire realm. That the two medium are unwholesome can be understood from this.
