異熟有二種子現行者。種子謂即親生第八名言種子。現行謂即從此種生第八現識。此二皆是善惡業種之所招感異熟並名為果。

Regarding "vipāka has two kinds: seeds and active functioning": "Seeds" refers to the conventional designation seeds that directly give rise to the eighth [consciousness]. "Active functioning" refers to the eighth active consciousness generated from these seeds. Both of these are brought about by the seeds of wholesome and unwholesome karma, and both are called the vipāka effect.
