論。以起如是至以無懈怠　述曰。此精進觀。因願策勤除前第三起懈怠失。一切時處簡聲聞行。不於一切時處修故。隨己堪能等者。簡凡夫行。不量自力頓修便止故。

[Treatise:] "Because of generating such […] being free from indolence." / [Exposition:] This is the contemplation of vigor. Spurring diligence based on vows eliminates the former third error of giving rise to indolence. "At all times and in all places" excludes the practice of the śrāvakas, because they do not cultivate at all times and in all places. "According to one's own capability," etc., excludes the practice of ordinary persons, because they do not measure their own strength and abruptly stop right after cultivating.
