[Treatise:] That is to say, sentient beings, [through the power of samādhi, are able to] see the buddhas universally.
[Commentary:] This dispels an external doubt and explains the meaning of "universal." If it is said that they can manifest universal conditional activities, why do sentient beings see distinctions? This means that universal conditions respond to universal capacities; that is, those above the three stages of the worthy, relying on the power of samādhi, all see the buddhas. The measure of their bodies is universal and equal, without any mark of demarcation between self and other; hence it says "see the buddhas universally."
