所修善根等者。由救物故自得增長。名為方便具足義也。如外典云。夫欲達己先達人等。

'The cultivated roots of goodness', and so forth: because of saving beings, one's own [roots of goodness] are increased; this is the meaning of 'endowed with skillful means'. As the non-Buddhist scriptures say: 'One who wishes to develop oneself must first develop others', and so on.
