妄執六塵識外他造者。若諸小乘說。由業力引四大種極微所成。若諸外道亦有說是極微成者如順世。亦有外道各別執有大梵時方本際自然虛空我等。隨執此七常住實有具諸功能生一切法。即是妄執六塵等法識外他造也。

Regarding "Falsely grasping that the six sense objects are produced by another outside of consciousness": For the Hīnayāna, they say that they are formed by the subtle atoms of the four great elements induced by the power of karma. For non-Buddhists, there are also those who say they are formed of subtle atoms, such as the Lokāyata. There are also non-Buddhists who each separately grasp that Mahābrahmā, time, space, the primordial limit, nature, space, the self, etc., exist; according to what they grasp, these seven are permanent, truly existent, endowed with all functions, and generate all dharmas. This is precisely falsely grasping that dharmas such as the six sense objects are produced by another outside consciousness.
