懈怠住法動法等者。謂懈怠者於所住法於所動法。堅固守護都無失壞。即前所說雜染相法。名所住法。是可破壞。不安穩故。名為動法。常與雜染不相捨離。故懈怠者深可愍也。

"Abiding phenomena and moving phenomena of indolence..." and so forth means: the indolent person firmly protects and completely fails to eliminate the phenomena in which they abide and the phenomena which move them. That is, the defiled marked phenomena explained before are called "abiding phenomena." Being breakable and insecure, they are called "moving phenomena." Being constantly inseparable from defilement, indolent persons are deeply pitiable.
