常作佛事善巧方便者。即作佛事為巧方便。故花嚴云。善巧方便常作佛事。佛事即是放佛光明普照世界無有限極。

"Constantly performing Buddha-deeds with skillful means": this means performing Buddha-deeds as skillful means. Thus the Avataṃsaka states: "With skillful means, constantly performing Buddha-deeds." Buddha-deeds are the emitting of the Buddha's radiance to illuminate the world everywhere without limit.
