“What fetters” means having what bonds, having been bound by what bond. “Many beings” means the multitude of people. “Without enmity” means without ill will. “Without rod” means free from the rod of weapons and the rod of fines. “Without rivals” means without adversaries. “Without distress” means free from grief. “May we dwell without enemies” means: having given gifts and made offerings, they make an aspiration: “Oh, that we might dwell without enmity with anyone, and without arousing anger anywhere, might enjoy whatever is obtained in a finger-snap together with a thousand legs!” “And such is their [wish]” means and such is this aspiration of theirs. “Yet” means nonetheless, despite such an aspiration.
