"Devotion to negligence regarding strong drink, spirits, and fermented intoxicants": here, "strong drink" means five kinds of strong drink: flour-liquor, cake-liquor, boiled-rice liquor, liquor with added yeast, and liquor combined with ingredients. "Spirits" means five fermented liquors: flower-spirits, fruit-spirits, honey-spirits, molasses-spirits, and spirits combined with ingredients. All of that is an "intoxicant" because of its intoxicating effect. "Occasion for negligence" means a cause for negligence. This is a designation for that volition by which one drinks that intoxicant. "Devotion" means devotedness to that occasion for negligence regarding strong drink, spirits, and fermented intoxicants—repeated indulgence. Because, for one devoted to this, possessions that have arisen diminish, and those that have not arisen do not arise, it is therefore called an "opening to ruin of wealth." "Devotion to roaming the streets at unseasonable hours" means the state of being devoted to roaming about in the streets at improper times.
