precepts, and the ten precepts—one attains these precepts having gone for refuge to the three. However, if one receives full ordination, it is by performing the rite of motion and the fourfold proclamation that ordination becomes complete, not by having gone for refuge to the three. Because full ordination possesses such great qualities and merit, it cannot be accomplished through a minor action or a minor condition. Therefore, through the three refuges and the rite of motion and fourfold proclamation performed amidst a saṅgha of ten, one attains the precepts. The five precepts, the eight-limbed precepts, and the ten precepts do not have such vast qualities and power; therefore, by having gone for refuge to the three, one attains the precepts, without requiring many rites and many conditions." He asked, "After receiving full ordination, why are only the four root offenses and the thirteen saṅghāvaśeṣas taught, while the others are not taught completely?" The Bhagavān replied, "These two kinds of ethical discipline are the most grave among them. If even one of the four root offenses is broken, it cannot be restored. Although the saṅghāvaśeṣas can be restored, they are difficult to restore; one must satisfy the saṅgha, undergo disciplinary proceedings, and confess the fault before a saṅgha of twenty members. These were spoken because, being difficult to keep, they must be guarded. As for the other trainings, because they are easy to keep, there was no need to speak of them [at that time]; therefore, these two kinds were spoken and the others were not spoken." He asked, "Is this Prātimokṣa discipline an unpolluted discipline, or is it a discipline of dhyāna?" The Bhagavān replied, "It is neither an unpolluted discipline nor a discipline of dhyāna. This Prātimokṣa discipline exists if the Buddha has appeared in the world, but if the Buddha has not appeared in the world, this discipline does not exist. Unpolluted discipline and the discipline of dhyāna exist at all times,
