among men and women, those who have killed their father or mother, killed an arhat, shed the blood of a Buddha with malicious intent, caused a schism in the saṅgha, engaged in non-celibacy with a bhikṣuṇī, acted as bandits at mountain passes, made their living by theft, or severed the roots of virtue—none of these persons attain the vows. If examined from the standpoint of the great purpose, those who have immense faith and devotion toward the Dharma of the Buddha are not included in this restriction: whether they are gods, nāgas, pretas, yakṣas, inhabitants of Uttarakuru, pandakas, hermaphrodites, or those who have committed various negative deeds, it is permissible for them to take the three refuges. It was asked: 'Is the attainment of vows by the Buddhas of the three times equal?' He replied: 'It is not equal. The so-called attainment of vows is attained in relation to the realms of sentient and non-sentient beings. When a single Buddha appears in the world, having performed the benefit of countless sentient beings and led them to nirvāṇa without remainder, subsequent Buddhas who appear in the world attain vows in relation to none of those sentient beings; thus, the attainment of vows earlier and later by the Buddhas is not equal. For example, when Buddha Kāśyapa subdued countless sentient beings and led them to nirvāṇa without remainder, Buddha Kāśyapa attained vows in relation to all those sentient beings, whereas Buddha Śākyamuni did not attain vows in relation to any of those sentient beings. However, all Buddhas are alike and equal in these three things. What are the three? Equality of the collection of conduct, equality of the dharmakāya, and equality of benefiting sentient beings. All Buddhas alike, for three incalculable eons, practicing as bodhisattvas—'
