are attached to the pleasures of desire, so unwholesome minds predominate in them; since the power of their wholesome minds is weak, by what power could they attain the vows? Hungry ghosts, for their part, suffer from hunger and thirst, their bodies and minds burning and scorched. Hell beings are tormented by immeasurable sufferings of heat and cold, experiencing diverse unbearable agonies, their bodies and minds tormented; thus they lack the causes for attaining vows. Animals are obscured by karma and lack understanding; hence they have no ritual for taking vows. Where it is mentioned in some sūtras that on certain occasions nāgas took vows, because they took the eightfold vows with a virtuous mind, for one day and night they attained the merit born of a virtuous mind, but being obscured by karma, they did not attain the vows. If distinguished by the four continents, the humans who reside in Jambudvīpa in the south, Godānīya in the west, Pūrvavideha in the east, and the oceanic islands belonging to these three continents attain the vows. In Pūrvavideha in the east, there are bhikṣus too; since they practice the Buddha's Dharma there, the four assemblies are also present. Only in Uttarakuru in the north is there no Dharma of the Buddha; therefore they do not attain vows either. Being obscured by the ripening of karmic merits and obscured by delusion, they do not become suitable vessels for the noble Dharma. There are four types of persons: men, women, pandakas, and hermaphrodites. Among these four types, men and women are able to attain the vows, but pandakas and hermaphrodites do not attain the vows.
