atha saṃsargabhājo no padārthāḥ kriyayā vinā /
kimāyātaṃ vidheḥ sāpi tvastyādiḥ sulabhā kva na //

If word-meanings do not enter into connection without an action, / what does that have to do with an injunction? Even that [action], such as 'is', is easily available where not? //
