42.2.13-2

aṣṭamādhikaraṇe (sāmnaiva stavavidhānasādhakaṃ) prathamavarṇakamāracayati-
ṛksāmābhyāṃ vikalpena stutiḥ sāmnaiva vā'grimaḥ |
pureva maivamṛṅnindāsāmaprāśastyadarśanāt ||

In the eighth topical section, he sets forth the first formulation (which establishes that praise is enjoined through the sāman alone):
Is praise [performed] optionally with a ṛc and a sāman, or with the sāman alone? The first [view holds],
As before. Not so; because censure of the ṛc and praise of the sāman are seen.
