pṛthivyādīnāṃ pūrvapūrvam uttareṇottareṇa viṣṭam ataḥ saṃsarganiyama iti/ tac caitad bhūtasṛṣṭau veditavyaṃ naitarhīti//66//
Among earth and the others, each preceding one is pervaded by each succeeding one; therefore, there is a fixed rule of mixture. And this should be understood to occur at the creation of the elements, not at present.
