śirasyaṅge raktavarṇaṃ yo ' nilaṃ vāpi paśyati | ghaṭikāmekavarṇaṃ vā sa puṣpita ihocyate ||

He who sees red color or wind on his head or limb, / or [sees] a single color for an hour, is here called 'in bloom.'
