rājadharmān pravakṣyāmi yathāvṛtto bhaven nṛpaḥ
saṃbhavaś ca yathā tasya siddhiś ca paramā yathā //

I will declare the duties of kings, (and) show how a king should conduct himself, how he was created, and how (he can obtain) highest success.
