evaṃ vijayamānasya ye 'sya syuḥ paripanthinaḥ
tān ānayed vaśaṃ sarvān sāmādibhir upakramaiḥ //

When he is thus engaged in conquest, let him subdue all the opponents whom he may find, by the (four) expedients, conciliation and the rest.
