yadi te tu na tiṣṭheyur upāyaiḥ prathamais tribhiḥ
daṇḍenaiva prasahyaitāñ śanakair vaśam ānayet //

If they cannot be stopped by the three first expedients, then let him, overcoming them by force alone, gradually bring them to subjection.
