rājñā ye viditāḥ samyak kulaśreṇigaṇādayaḥ /
sāhasanyāyavarjyāni kuryuḥ kāryāṇi te nṛṇām //

Relatives, companies (of artizans), assemblies (of co-habitants) and other persons duly authorized by the king, should decide lawsuits among men, excepting causes concerning violent crimes (sâhasa).
