celānām upahatānām utsvedanaṃ gandhalepāpanayanaṃ tanmātracchedanaṃ vā | navānāṃ vāsasām abhyukṣaṇam | ahatānāṃ prokṣaṇam

For garments that have been defiled, steaming, removal of the smell and the smear, or cutting away that portion only [is the purification]; / for new garments, sprinkling with water; for unwashed new garments (ahata), consecration by sprinkling.

Defiled clothes (are purified) by steaming, by removing the smell and the stain, or by cutting out that part; new garments by sprinkling; unused ones by sprinkling.
