prāk pṛthor iha naivaiṣā pura-grāmādi-kalpanā /
yathā-sukhaṃ vasanti sma tatra tatrākutobhayāḥ //
32. Before the time of Prithu there were no such arrangements as cities, towns, villages and so on; and during his time people dwelt at different places free from all fear and in perfect comfort.
