"O Eternal One!"—this address is to be carried over from the preceding [verse]. "Which seed-syllable, immediately" means at once, without delay; "in producing speech" means in the action of composing charming literary compositions in prose and verse that flow unchecked, which are arrangements of words forming sweet, poetic utterances endowed with poetic ornaments and literary virtues; "its power," its capacity to produce speech, "has been witnessed by the wise" means has been directly experienced by learned scholars. By this it is stated that the erudition of scholars who compose great kāvyas arises solely from its grace, and therefore in that matter there is an absence of the affliction of doubts such as vacillation. By saying "by the wise," it is expressed as corroborated by consensus because of the display of fluent speech possessed [by them]. "The third itself is tārtīyīka," [formed by the affix] -īka in the sense of 'the third' (tīyād īkak); "your seed-syllable" means the Śakti-bīja consisting of "sauḥ" found within your Vidyā; "refulgent as the moon" means fair as the rays of the moon; "I bow to [it] with my mind" means I meditate [upon it]. In this way, scope for mental worship too is shown. The same should be understood hereafter as well. It is indicated that it must necessarily be performed, since [in such contemplation] there immediately arises the vision of offering to Brahman due to everything being phenomenal and of the nature of consciousness. Since the relative 'which' (yat) and correlative 'that' (tat) have an invariable connection, 'that' (tat) is to be supplied. In the variant reading tārtīyaṃ tat ("that third one"), however, there is no need to supply [tat]. "Refulgent as the moon": meditation on the white color conforms with the result of producing speech. As has been stated by the venerable Durvāsas:
